Embattled pop star Amy Winehouse has been granted a visa allowing her to enter the United States but will still not be making any of her previously scheduled appearances, her publicist confirmed to MTV News on Wednesday (November 7). The "Rehab" singer was set to appear at the mtvU Woodie Awards on Thursday and as the musical guest on "Saturday Night Live" (which is now in reruns anyway, due to the writers' strike) this weekend. Some speculated Winehouse's recent visa troubles were thought to have something to do with her recent arrest for marijuana possession in Norway. Winehouse will next visit the States in January to kick off her U.S. tour. ... Lily Allen doesn't show much skin when she performs — but she's stripping down to model lingerie as part of a new six-figure deal, according to MTV UK.
New River gets chance for renewal
The EPA has stopped just short of touting it as the cure-all to the New River.The Mexican president even made the trip from Mexico City to the northern frontier to inaugurate the plant.And the Mexican government frequently evokes the benefit of the plant to the U.S."It's very important that we don't send polluted waters to the U.S." said Jose Antonio Reyes Len, a public relations officer with the municipal and state water regulator, CESPM.The plant is impressive. It process 232 gallons of raw sewage water per second that has historically fed the New River.Mexicali's previous wastewater system was just not adequate to deal with the increase in raw sewage from the city's residential and industrial growth.Treated water processed at Las Arenitas makes a 28-mile trip southward to the Rio Hardy, a tributary of the Colorado River Delta where it is dumped.But although there has been some improvement in the water, the plant has not gotten off to a problem-free start.Improvements and glitches boundSince it became operational in late 2006, Las Arenitas has substantially reduced fecal coliform concentration by 90 percent in water tested at Calexico by the Colorado River Basin Regional Water Quality Control Board, the agency charged with monitoring its water quality since 1975."In general, I think Mexico did a lot of improvements, but we still have a long way to go," said Nadim Zeywar, the senior environmental scientist for the control board in Palm Desert.In June 2005, before Las Arenitas became operational, bacterial levels recorded around 1 million per 100 milliliters of water, or MPN/100 ml.
Barbour: Second term issues tough
Barbour says that one of his priorities is to find a funding fix for the state's Medicaid program, one that is already facing a $268 million shortfall. The culprit in Medicaid in great measure is an old problem - one that the Legislature ignored prior to the 2007 elections after Barbour proposed a so-called "hospital tax" to solve it. Changes in the federal government's Medicaid Disproportionate Share Hospital funding plan left Mississippi $90 million short per year in state matching funds for Medicaid. For two years, Barbour was able to negotiate federal funds to pay the state's share in part or in full. That's not possible this year, so the Legislature will have to deal with it. Barbour is again proposing the same solution he proposed in 2006 - a 1.5 percent assessment on the gross revenues of the state's hospitals.
