Building begins soon on 'treatment campus' in Northeast Roanoke

Construction will soon begin on a 40-bed residential facility to treat the growing number of Roanoke Valley residents who suffer from alcoholism, drug addiction and mental illness.

The facility, planned for a wooded slope off Hollins Road in Northeast Roanoke, will be the first of three buildings in a "treatment campus" on the 9-acre site, mental health officials said this week.

Blue Ridge Behavioral Healthcare, an agency that offers public assistance in the areas of mental health, mental retardation and substance abuse, will operate the facility.

The project's first phase, at 3003 Hollins Road, will replace the Shenandoah Recovery Center, which for 34 years has offered short-term inpatient care for up to 30 people with mental health or substance abuse needs.

It is selling $1.5 billion of stock to group of investors including Hong Kong billionaire Li Ka-Shing, the Ontario-based OMERS pension plan, Manulife Financial Corp. (TSX:MFC) and the Caisse de Depot et Placement du Quebec at $$65.26.

Another $1.25 billion of stock will be sold to a syndicate of underwriters led by the bank's CIBC World Markets priced at $67.05.

Its shares were halted a mid-afternoon prior to the announcement, at which point they were up 76 cents to $72.07.

Elsewhere in the sector, TD Bank (TSX:TD) moved down $1.75 to $66.44 and Scotiabank (TSX:BNS) off 93 cents to $48.40 as the bank said Ottawa should scrap ownership restrictions on banks and allow the finance minister to review potential foreign bank investments. The recommendation is part of the bank's submission to the federal Competition Policy Review Panel.

Chip Auman said his 18-year-old daughter survived the fire but was hospitalized and in stable condition because of complications from smoke inhalation.

"The thought of losing a child is unimaginable to me, and as a father my heart goes out to the families that lost a loved one in this situation," he said.

Auman said the situation was "hard to fathom."

"There's just no words to describe what we've been going through," he said, asking for prayers for survivors and the families of those who died. "We're numb, we're confused, we're heartbroken."

Two college campuses mourned Monday.

Six University of South Carolina students and a Clemson University student died in the fire early Sunday morning in Ocean Isle Beach, North Carolina.
